The Technical Education and Skills Development Authority (TESDA), also known as the “Technical Education and Skills Development Act of 1994”, was founded by the Bureau of Technical and Vocational Education (BTVE) of the Department of Education, Culture, and Sports (DECS) and the Bureau of Local Employment (BLE) of the Department of Labor and Employment (DOLE) under the administration of former President Fidel V. Ramos.
TESDA aims to help provide quality technical education and training programs to Filipinos who want to enhance or learn new skills to get a better job. This agency offers courses such as information technology, welding, carpentry, and other technical skills.

TESDA’s schools and training centers can be found all over the Philippines. However, the programs offered vary depending on the location. - Assessment and Certification. Those who passed the assessment and required competency will receive a certification from the TESDA office.
- Competency Standards Development. A competency criterion was created by TESDA to assess the learners.
- National Technical Education and Skills Development Plan (NTESDP) 2018-2022. This program’s goal is to motivate and strengthen the Technical Vocational Education and Training (TVET) sector by creating Two Pronged Strategic Thrust;
- Global Competitiveness and Workforce Readiness
- Social Equity for Workforce Inclusion and Poverty Reduction.
- Program Registration and Accreditation. This program ensures that Technical Vocational Institutions (TVIs) will meet the minimum requirements to facilitate and give training.
- Training Regulations. This program created a competency-based curriculum, instructional materials, and competency assessment system for learners.
- Technical Vocational Education and Training (TVET) Programs. This program created four types of training available for learners: school-based, center-based, enterprise-based, and community-based.
