What is a Distressed OFW?

For those unfamiliar, a distressed OFW refers to any overseas Filipino worker who is facing challenging circumstances that require urgent attention and assistance. These situations include being victims of abuse or exploitation in the host country, displacement due to economic downturns or natural disasters, and next of kin of incarcerated OFWs. Here are other examples of distressed OFW situations:

  • Forced repatriation due to employer’s bankruptcy or maltreatment
  • Involuntary separation from employment due to retrenchment, downsizing, or company closure
  • Victims of illegal recruitment and human trafficking
  • OFWs with severe/serious illness, injury, or mental health condition
  • Next of kin of incarcerated OFWs serving their sentence.
  • Bankruptcy of the company/employer
  • Closure or cessation of operation resulting in job loss
  • Being a victim of natural calamities in the host country

Overview of Financial Assistance

The DMW’s financial assistance programme aims to support OFWs in distress, ensuring they receive timely help during tough times. The assistance is categorised into three main types, each catering to different situations faced by the OFWs:

1. Immediate Financial Assistance – Php 50,000

This financial support is designed for OFWs who are severely impacted or displaced due to various factors. The amount provided is Fifty Thousand Pesos (Php 50,000.00) and applies to:

  • OFWs severely affected by economic downturns or recessions in the host country.
  • Those who have been displaced due to bankruptcy of employers or involuntary separation from employment (retrenchment or downsizing).
  • Individuals facing contract violations, abuse, or exploitation in their work environment.
  • OFWs affected by natural calamities in their host countries.
  • Next of kin of OFWs who have been incarcerated.

2. Special Cases Assistance – Php 75,000

For cases deemed more serious, including health-related issues or extraordinary circumstances, the DMW provides Seventy-Five Thousand Pesos (Php 75,000.00). Eligible cases include:

  • OFWs suffering from severe illness or injury, including mental health conditions.
  • Victims of abuse or exploitation that led to physical disabilities or mental health issues.
  • Those displaced due to wars, political unrest, or other unexpected situations.
  • Next of kin of OFWs on death row facing capital punishment in their host countries.

3. Next of Kin Support – Php 100,000

For the most critical circumstances, the DMW has designated One Hundred Thousand Pesos (Php 100,000.00) in aid for next of kin. This support is applicable for:

  • Next of kin of OFWs who have passed away in the host country due to either natural or accidental causes.
  • Next of kin of OFWs who have died within one year of their arrival in the Philippines, regardless of the reason for their death.

Application Process

Requests for financial assistance must be submitted through the correct channels to ensure a streamlined process:

  • Claims, along with required documents, should be submitted onsite at the Migrant Workers Office or at the Department of Migrant Workers (DMW) if the OFW is back in the Philippines.
  • It is crucial for applicants to submit their applications within one year of their arrival in the country.
  • Complete and accurate documentation is necessary to prevent any delays in processing requests, ensuring a smoother experience for those seeking assistance.

Modes of Payment

The DMW also offers flexibility in how financial assistance is disbursed to beneficiaries. Various methods of payment include:

  • Onsite at the Migrant Workers Office (MWO).
  • Disbursal at the airport upon the OFW’s arrival.
  • Central Office of the DMW for processed claims.
  • Options for bank transfers or cash remittances.
